The Carroll City Council formally approved a development agreement with the owners of the historic Hoyt mansion during their meeting earlier this week. According to City Manager Mike Pogge-Weaver, officials have been in discussions with property owners, Brian and Holly Wendl and Jason and Karen Atherton, for several months. While the tax increment financing (TIF) incentive from the city is large, Pogge-Weaver notes it is unlikely the full rebate will be applicable.
In order to move forward, the council needed to hold a public hearing for residents to voice any concerns regarding the development agreement; however, no in-person or written comments were received by city staff. Prior to sending it to the council for a vote, Pogge-Weaver noted there are provisions that would allow the city to back out of the agreement but with severe penalties.
The council voted unanimously in favor of approving the development agreement. Construction is already underway at the Hoyt mansion, and will host businesses and lodging once fully completed. A new coffee shop, the Grind, is already operating out of the location.
