Carroll City Council Schedules Special Meeting For Thursday On Housing Incentive Amendments

The Carroll City Council has scheduled a brief special meeting for tomorrow (Thursday) to advance their plans to amend the city’s existing infill housing incentive program. Officials will convene at noon at Carroll City Hall and via Zoom Video Conferencing. During their meeting last week, council members directed City Manager Mike Pogge-Weaver and staff to draft changes to the housing initiative that would significantly raise or eliminate the value cap placed on prospective construction. Under the existing plan, the City of Carroll would award a $20,000 grant to residential structures built after Aug. 1. The $400,000 program is funded through allocations to the city through the federal American Rescue Plan Act (ARPA) and will remain available until funds are exhausted, or ARPA money expires in 2024.
