Proposed 35-Unit Apartment Complex For Carroll Receives Approval For Iowa Finance Authority Housing Tax-Credit Funding

Construction on a $10.5 million workforce housing investment for the City of Carroll will likely begin in 2023. According to City Manager Mike Pogge-Weaver, the city was notified earlier this week that a proposed 35-unit apartment complex to be built on the east end of 3rd Street checked an essential box for the project.

The Carroll City Council approved a resolution during the May 9 meeting pledging their support for the project through the extension of city roads, sewers, and other utilities to serve the proposed location if the developers, Overland Property Group, were selected for the Iowa Finance Authority’s (IFA) tax-credit housing program. With that hurdle now behind them, Pogge-Weaver says the substantial project is ready to move into the next stage.

Construction is tentatively scheduled to begin within the next year. Overland Property Group is projecting an aggressive construction schedule, with work expected to be finished around the middle of 2024.
