Iowa Supreme Court Denies Appeal Request For Carroll Man Convicted Of Child Sexual Abuse

The Iowa Supreme Court has denied an appeal request from a Carroll man convicted of felony sexual abuse in Carroll County District Court. Seventy-eight-year-old Raymond John Miller was sentenced to up to 25 years in prison after pleading guilty in May to a single count of second-degree sexual abuse, a class B felony. He initially faced three counts of sexual abuse after a Carroll Police Department investigation determined he had sexual contact with at least three children between Jan. 1, 2007 and Dec. 31, 2015. Following his sentencing, Miller filed a request for a delayed appeal, meaning the appeal deadline had passed, and he could not initiate the process due to state action or other circumstances outside the appellant’s control. The courts found Miller had not provided sufficient evidence for a delayed appeal to proceed, and his request was dismissed. He remains in custody at the Iowa Medical and Classification Center in Coralville, where he must serve at least 17.5 years of the 25-year sentence. The earliest he could be released would be in 2043 at the age of 99.
