Changes are coming to Carroll’s streets following the final approval of an ordinance change allowing limited use of ATVs, UTVs, golf carts, and other off-road vehicles in town. Previously, these vehicle types were prohibited in Carroll, with the unofficial exception of golf carts traveling to and from the golf course. The ordinance outlines specific guidelines for when and how these vehicles can be used, and Burke explains how they are classified.
The rules vary based on the type of vehicle. UTVs can be driven on city streets, excluding Highways 30 and 71, between 6 a.m. and 10 p.m. ATVs are only permitted for snow removal purposes. All drivers wishing to operate an ATV, UTV, or golf cart must be at least 18 years of age and properly licensed. Burke says vehicles must be adequately outfitted with specific equipment.
Additionally, he says vehicles must be registered with the Iowa Department of Natural Resources (DNR).
The ordinance goes into effect once published later this week. Burke does not anticipate seeing many off-road vehicles out and about immediately, but he encourages drivers to exercise caution, especially in the opening weeks.
Residents with questions about the new ordinance can contact the Carroll Police Department for clarification. A copy of the ordinance in its entirety is included below.
