The Carroll Community School District (CCSD) Board of Education is beginning the process of renewing the school’s voter-approved instructional support levy (ISL). The ISL is a levy utilized by districts throughout the state that supports the educational goals by adding resources through higher taxes. Superintendent Dr. Casey Berlau says those funds from ISL go directly to the General Fund.
The ISL is currently part of the district’s overall levy. Berlau says the levy needs to be renewed every ten years, with the last one implemented in the 2014-2015 school year.
There is a third funding option for the ISL: state funds. Berlau says the ISL is split between two taxing entities in the district’s levy.
The ISL generates approximately $1 million a year between the three funding sources. Berlau says the school board is considering multiple dates to hold the special election.
The levy needs to pass on a 50 percent plus one margin. Funds generated for the ISL cannot be used for funding dropout prevention programs, gifted and talented curriculum, management expenditures, and special education deficits. The board of education has yet to approve a voting date at this time. The topic is expected to appear on the board’s agenda at future meetings.
