Carroll City Council Moves Into Final Stages Of FY24 Budget Process At Monday’s Meeting

Monday’s Carroll City Council meeting marks new City Manager Aaron Kooiker’s first meeting as the city’s lead administrator. Officials convene at 5:15 p.m. at city hall and open the agenda with Kooiker’s formal introduction. He officially started in his role on Monday, March 20, and he says Interim City Manager Jeff Cayler has been a tremendous asset through the transition.

The consent agenda includes three new applications for the city’s Infill Housing Incentive program and a lease agreement with Kuemper Catholic for the use of the Merchants Park concession stand during the upcoming baseball season. Kooiker says the remainder of the meeting should be relatively quick, beginning with a pre-levy resolution for the Adams Street Reconstruction project.

The estimated $3.754 million project is expected to begin this spring, and city officials anticipate it will likely go out for bid in April. Kooiker says the only other action item on the agenda for Monday is scheduling a date for the proposed Fiscal Year (FY) 2024 budget, tentatively planned for the council’s April 10 meeting. The council initially planned for a total levy of $11.89768 per $1,000 of assessed taxable valuation, but they were forced to raise it by more than 25 cents to $12.16844 due to the state’s correction of an error in the residential property rollback formula. The Monday, March 27 meeting begins at 5:15 p.m. at Carroll City Hall. It is open to the public and will also be live-streamed via the city’s YouTube channel.
