Economic Develpment The Theme Of Monday’s Carroll City Council Meeting

Economic development will be the theme of the Carroll City Council’s agenda for their meeting next week as they look to finalize zoning changes, invest in local down payment assistance programs, and redraw the boundaries of an urban renewal district near downtown. Before getting to those topics, the council will review and approve an agreement to install a new elevator at the Carroll Rec Center. City Manager Aaron Kooiker says this is just another step in the renovation process, which is progressing on schedule.

City officials will then consider the second reading of a zoning ordinance amendment allowing ag-related businesses to operate within the two-mile A-2 district surrounding Carroll. This change comes at the request of Collin and Dick Wernimont, who are working on expanding a small-scale welding business at their farm northeast of town.

Next is a proposed resolution allocating $22,500 toward the Iowa Finance Authority (IFA) Down Payment Assistance Program. Low-to-moderate income home buyers could be approved for up to $24,999 to aid in home purchases and rehabilitation projects in the community. Kooiker says the council will consider approval of a standardized policy for the use of city matching funds for property owners interested in applying for the state’s highly competitive Catalyst Building Remediation Grant program. City officials will also review and discuss an urban renewal district border change to support workforce housing credits for the 502 N. Court St apartments.
