The Carroll City Council is scheduled to clear several hurdles for ongoing or upcoming projects in the community during their meeting scheduled for Monday. City officials convene at 5:15 p.m. at city hall, and City Manager Aaron Kooiker says the agenda opens with several items connected to the Adams Street reconstruction that is tentatively scheduled to begin this summer.

The latest cost estimates for the project are just over $4 million, which includes a full-depth replacement of Adams Street from Highway 30 to 13th Street. Bid Opening is slated for June 6, and the council anticipates awarding a bid during the June 12 meeting. City officials’ focus then shifts to economic development districts, including the community’s urban renewal and revitalization plans.

The council recently expanded the tax abatement schedule for eligible properties in the district, and officials are hoping the change will draw developers to restore the dilapidated building in the 400 block of W. 7th Street. Previously, the City of Carroll had applied for a Destination Iowa grant from the Iowa Economic Development Authority (IEDA) for improvements to historic Merchants Park. Kooiker says the application was unsuccessful, but they are still moving forward with the project in phases.

The city has pledged over $350,000 in American Rescue Plan Act (ARPA), Hotel/Motel, and Local Option Sales Tax funds to the estimated $1 million improvements, which include ADA-accessible seating, new lighting and fencing, dugout expansions, and more. The council will close Monday’s meeting with the approval of a budget amendment as staff prepares to close out Fiscal Year (FY) 2023 and a vicious animal appeal hearing. Again, the Monday, May 22 meeting begins at 5:15 p.m. at Carroll City Hall and is open to the public. It will also be live-streamed via the city’s YouTube page.
