The Carroll Community School District (CCSD) Board of Education has started the process to get the Instructional Support Levy (ISL) renewal and Secure an Advanced Vision for Education (SAVE) revenue purpose statement on the ballot in November. The district’s current ISL was approved in 2015 and will expire at the end of Fiscal Year (FY) 2025. Director of Business Affairs Nicole McCarville says the first step toward renewal is formally signaling that intent to the public.
ISL revenues cannot exceed 10 percent of the district’s annual budget and are used for a variety of purposes, such as curriculum purchases, educational materials, teacher pay, and more. McCarville says the levy is made up of two parts: property taxes and an income surtax.
CCSD’s existing ISL comprised $0.4435 of the district’s FY23 total levy, which was $9.4854 per $1,000 of taxable valuation. The current ISL’s income surtax rate is three percent. Combined, the ISL generates nearly $1 million additional dollars for the district each year. During last night’s (Monday) meeting, the board voted unanimously to approve the resolution signaling their intent to renew the ISL, and they scheduled the public hearing for the issue for the board’s Aug. 7 meeting. School officials also approved an order for a SAVE revenue purpose statement to appear on the November ballot. McCarville says this measure will not change the amount of SAVE funding coming into the district from the state, but it does outline how it can be used.
