City Of Carroll Seeks Bids From Contractors For Purchase/Rehabilitation Work At 7th Street Residential Property

The Carroll City Council approved a resolution at last night’s (Monday) meeting to seek bids from contractors interested in purchasing and rehabilitating a newly city-owned apartment building. According to City Manager Aaron Kooiker, the courts recently finalized the City of Carroll’s ownership of the dilapidated apartment building at 408 W. 7th St., and city staff wants to add the property back to the community’s limited housing stock as quickly as possible.

Initially, Kooiker suggested an aggressive timeline for prospective bidders, with bids due near the end of August and a contractor selected only a few weeks later. Ward 3 Councilman, Kyle Bauer, says that the timeline may be too short for local contractors to determine if they would even be interested in the building or have the resources to overhaul the nearly 80-year-old structure.

According to Kooiker, at least two contractors have already expressed interest in the property. Bauer suggested moving the bid due date back to Friday, Sept. 8. This change would allow the council to review the proposals during their Monday, Sept. 11 meeting and hold the required public hearing on the sale at the council’s Monday, Sept. 25 meeting. Mayor Mark Beardmore says this bid process may be somewhat different from recent memory, as the council will consider more than just the bid price when choosing a buyer.

The council voted unanimously to proceed with the sale of the apartments at 408 W. 7th St. with the updated schedule. Again, bids would be due to city hall by 3 p.m. on Friday, Sept. 8.
