The Carroll City Council is expected to select a winning bid for the purchase and rehabilitation of a city-owned apartment complex at their meeting on Monday. The city was awarded ownership of the property following lengthy legal proceedings earlier this year, and officials are searching for a contractor or investor interested in renovating it. While they might approve a bid on Monday, City Manager Aaron Kooiker says they have a few other steps to complete before the sale can proceed.

Near the beginning of the meeting, city officials will recognize the retirement of Diane Tracy, the longtime children’s services librarian at the Carroll Public Library. They’ll also introduce her successor, Kersten Postel, who is a recent graduate of Emporia State University in Kansas with a master’s in Library Science. The council will review and consider an approximately $6,000 contract with a soil testing firm for the planned Merchants Park improvement work and host a public hearing on the plans, specifications, form of contract, and estimated cost for water main replacements throughout the community. With an estimated construction cost of $653,630 and design fees of $70,400, the project’s overall price tag is approximately $724,000. Construction is scheduled in phases, first this fall and wrapping up about a year from now. Kooiker says the council is also looking at updating the city’s Urban Renewal Plan for a new housing development in Rolling Hills South.

Kooiker says they’ll also review the first change order from the Adams Street reconstruction project.

This adjustment was offset by a change in the subbase materials used elsewhere in the project, resulting in a net $4,984 decrease in the initial $3.55 million cost. Other items on Monday’s agenda include flooring replacement at the Carroll Fire Station, amendments to the housing construction agreement with Region XII, and infill housing incentive applications. The Monday, Sept. 11 meeting begins at 5:15 p.m. at Carroll City Hall. It is open to the public and will be live-streamed via the city’s YouTube channel.
