Carroll City Council Chooses Winning Bidder For 7th Street Apartments; Public Hearing Set For Sept. 25 Meeting

The Carroll City Council has selected a group of local business owners as the winning bidders for the sale and rehabilitation of a dilapidated city-owned apartment building at 408 W. 7th Street. Officials received four responsive bids by Friday’s deadline. They included Matt Danner of DMM Holdings LLC for $20,750, a pending LLC from Dan Drake, Mike Andersen, Jason Reising, and Jason Brinks for $31,000, Brian Wendl for $17,500, and Court Street LLC for $12,000. The proposals vary only slightly in terms of completion timelines and scope of work. Ward 4 Councilwoman Carolyn Siemann says she was drawn to the swift turnaround time proposed in Wendl’s bid.

Ward 1 Councilman Tom Bordenaro says the bids are similar enough that choosing the highest bid makes the most sense to him.

The Drake, Reising, Andersen, and Brincks proposal was the only bid to include their planned financial investment, which was estimated at $550,000. When completed, their project would add four apartments to the community’s housing options with an estimated monthly rent of $1,000 to $1,200 per month. Siemann questioned Drake about preserving the historic features of the nearly 80-year-old building.

At-Large Councilwoman JJ Schreck moved to accept the Drake, Reising, Andersen, and Brincks bid. It passed with five council members in favor and one, Siemann, against. In order to complete the sale of public property, the council must first hold a public hearing, which has been scheduled for the Sept. 25 meeting. Final approval would occur following that hearing.
