A handful of public hearings are on the Carroll City Council’s agenda for Monday as city officials prepare for a number of proposed smaller-scale projects. According to City Manager Aaron Kooiker, two hearings are for planned improvement work at historic Merchants Park. Kooiker says they’ve split the dugout portion from the bleachers and netting install to allow the council to use discretion when selecting which sections to pursue first.

The bleachers and netting work is estimated to make up nearly a third of the estimated $908,300 total project cost. The anticipated cost of the dugout expansions is much less, at around $57,500. One of the other public hearings concerns the proposed sale of city-owned property at 408 W. 7th Street. Earlier this month, city officials indicated their support for a $31,000 bid from Dan Drake, Jason Reising, Mike Andersen, and Jason Brinks to purchase and restore the dilapidated apartment building. Kooiker adds the council will review proposals from contractors for scheduled water main replacements on the east side of Carroll. Currently, only $500,000 in funding has been allocated for this project, but the lowest bids, when combined with design fees, bring the total cost to nearly $600,000. City officials will consider deferring the bid award to a future meeting. Kooiker notes the council table will be missing two people on Monday, as he and At-Large Councilman LaVern Dirkx will be in the nation’s capital for the annual Access Washington trip with Carroll Area Growth Partnership (CCGP). This will be Kooiker’s first time on Access Washington, and he says his primary goal is to seek action from the USDA on a subsidized housing unit in town.

According to Kooiker, only 29 of the 70 units in the complex are currently habitable. Other items on Monday’s agenda include a professional services agreement with Veenstra & Kimm, Inc. for a wastewater treatment plant permit. The meeting is scheduled to begin at 5:15 p.m. at Carroll City Hall. It will also be live-streamed via the city’s YouTube channel.
