Incumbent Carolyn Siemann is one of two candidates who have filed to run for the Carroll City Council Ward 4 seat in the upcoming Nov. 7 city/school elections. Siemann was first elected to the council in 2006 and has filled that role since. She says her history of public service in Carroll dates back to the 1970s.

Like many of the candidates running, Siemann says the housing shortage in Carroll at all income levels is the biggest impediment to the city’s growth. Siemann was involved with developing and implementing the many incentives offered by the city to encourage new home construction. She says she is also working on a plan to utilize vacant or rundown lots in town.

Siemann says she is still interested in pursuing train noise mitigation for the city. The issue was last brought up for a vote nearly a year ago, with the council splitting 3-3 and Mayor Mark Beardmore breaking the deadlock by voting against pursuing train horn mitigation. Siemann says she was not always in favor of the noise mitigation plans, but the circumstances have changed since it was first brought up more than two decades ago.

Justin McCool is challenging Siemann for the Ward 4 seat. She says it is good to see people actively involved in city government and asks voters to look at her experience when casting their ballots.

Siemann is scheduled to appear in the upcoming Carroll County Growth Partnership (CCGP) candidate forum on Wednesday, Oct. 25, at 6:30 p.m. in the Carroll High School auditorium. Other candidates scheduled to appear are Jerry Fleshner for Mayor, Jason Atherton for Ward 2, LaVern Dirkx for at-large, and Siemann and Justin McCool for the Ward 4 seat.
