Carroll City Council Members Sworn In For New Terms; Council Thanks Outgoing Officials

The Carroll City Council swore in four council members to their new terms at last night’s (Monday) meeting and thanked the two individuals leaving office at the end of the year. Appellate Court Judge Gina Badding presented the oaths of office to Ward 2 Councilman Jason Atherton, Ward 4 Councilwoman Carolyn Siemann, and At-Large Councilman LaVern Dirkx. Judge Badding also swore in Mayor-elect Jerry Fleshner. The council members’ terms run from Jan. 1, 2024, to Dec. 31, 2027, while Fleshners’ term runs from Jan. 1, 2024, to Dec. 31, 2025. Near the end of the meeting, Fleshner presented plaques to the outgoing members, beginning with Ward 2 Councilwoman Misty Boes.

Boes first took office on the Carroll City Council in 2016. Her tenure was marked by the construction of a new Carroll Public Library, a transition to a new city hall, and assisting the improvements at the Carroll Recreation Center to the finish line. Boes reflects on her time on the council.

Fleshner also presented a plaque to outgoing Mayor Mark Beardmore, thanking him for his service to the city.

Beardmore served a single term as Carroll’s mayor, which was capped off right before the end of his term with news of action from the U.S. Department of Agriculture (USDA) on the challenges posed by Fairview Village Apartments. Beardmore says serving the citizens of Carroll was a privilege.
