The Carroll City Council meets for its first meeting of 2024 on Monday, which marks the beginning of budget season for city officials. City Manager Aaron Kooiker says they are nearly finished with department preparations, and council members should receive their budget books in the coming weeks.
Kooiker adds they are not anticipating any major obstacles in the Fiscal Year (FY) 2025 budget, and he expects overall tax receipts to increase by 2.5 percent, which is below the current inflation rate. The U.S. inflation rate has exceeded 3.0 percent since April 2021. There are several ordinances on Monday’s agenda. The council will consider the second reading for a speed zone change on Grant Road near Fairview Elementary. Kooiker says they have not heard any comments from the public yet, so the council will likely waive the required third reading. Two other ordinances concern economic development issues.
The developer, 704 Development Corp, plans to construct around two dozen new residential units in the Rolling Hills South neighborhood. Kooiker says they are also looking at solutions at the city level to the dozen or so vacant homes in Carroll.
Other items on Monday’s agenda include adjustments to the city attorney contract and an ordinance restricting shipping containers used for long-term storage on residential properties. The Jan. 8 meeting begins at 5:15 p.m. at Carroll City Hall. It is open to the public and will be live-streamed via the City of Carroll YouTube page.
