DNR Orders Carroll County Pork Producers To Pay $6,000 Administrative Penalty

A Carroll County pork producer has been ordered to pay a $6,000 administrative penalty to the Iowa Department of Natural Resources (DNR) for failure to file manure management plans (MMP) with state officials in a timely manner. According to the order issued earlier this month, Douglas Riesberg owns and operates at least two animal feeding locations in Carroll County, both in Arcadia Township. DNR staff say Riesberg initially failed to submit his required MMP updates by the Dec. 1, 2022 deadline and did not respond to Notice of Violation letters or other methods of attempted contact. Authorities note this instance of non-compliance is only the latest in a series dating back to at least 2018. The DNR ordered Riesberg to submit his 2022 annual compliance fees, totaling over $500, within 60 days and to pay a combined administrative penalty of $6,000.
