Carroll City Council To Consider First Readings Of Vacant Propety And Temporary Storage Container Ordinances At Monday’s Meeting

The Carroll City Council is moving forward with two new ordinances and an amendment to a third one at their meeting on Monday. The Feb. 26 meeting begins with a proclamation from Mayor Jerry Fleshner designating March as Problem Gambling Awareness Month, followed by a review of the Fiscal Year (FY) 2023 financial audit. City Manager Aaron Kooiker says the council will consider the first reading of a proposed ordinance establishing a vacant property registry and penalty.

The ordinance adds fees of $500 or one percent of the total assessed value of a vacant property, whichever is greater, to be assessed annually for unutilized commercial or residential buildings. Kooiker says they also have a first reading for a proposed ordinance banning temporary portable storage containers in residential neighborhoods.

These ordinances were considered at previous meetings, but the approval process needs to begin again due to changes to their language. Kooiker adds that the council must also consider an amendment to the city’s grass mowing ordinance to streamline the response to a reported nuisance. Later in the meeting, the council will consider a resolution setting a public hearing date for proposed debt issuance. The council will also set a public hearing for the FY25 proposed Property Tax Levy, which is decreasing to $12.16046 from FY24’s $12.16844.

Other items on Monday’s agenda include a rezoning request for Carroll County Redemption, LLC, a contract amendment for the CAAT6 coordinator agreement, and a $16,000 change order for the Carroll Recreation Center improvement project. The council convenes at 5:15 p.m. on Monday at Carroll City Hall. The meeting is open to the public and will be live-streamed via the city’s YouTube page.
