A Halbur man remains in custody following his arrest late last week on multiple felony charges for sexual abuse of a minor that took place over the course of nearly two years. According to Carroll County District Court records, 30-year-old John Mark Toyne of Halbur was arrested by the Carroll County Sheriff’s Office on Friday following the completion of an investigation into allegations he had repeatedly engaged in sex acts with a juvenile female under 12 years of age at a home in the 200 block of N. Main Street in Halbur between Jan. 1, 2022 and Nov. 30, 2023. The charges against Toyne include four counts of second-degree sexual abuse, a class B felony, lascivious acts with a child–solicitation, a class D felony, and indecent contact with a child and indecent exposure, both aggravated misdemeanors. Toyne’s bond has been set at $100,000. He faces a maximum penalty of up to 109 years in prison if convicted of the charges.
