Carroll County Supervisors Approve Finalized FY25 Budget

The Carroll County Board of Supervisors finalized their Fiscal Year (FY) 2025 budget during this morning’s (Monday) meeting. The supervisors held the last required hearing on the entirety of the budget at 9:30 a.m. and received no comments, written or in person, from the public. Auditor Kourtney Payer says the proposed tax rates have stayed the same throughout the preparation process at $4.60948 per $1,000 of taxable assessed valuation for urban properties and $7.86428 per $1,000 of taxable assessed valuation for rural properties. Payer says the FY25 budget is only slightly different from the current year’s figures.

Payer adds the county’s expenditures are down this year due to changes in planned projects. District 3 Supervisor Gene Meiners thanked Payer and the county’s department heads for their hard work in a particularly difficult budget year.

The FY25 budget was more challenging for many cities and counties due to a law passed in the 2023 Iowa Legislative Session that forced municipal governments to cut their property tax revenue if the overall budget grew too quickly. Board Chair Stephanie Hausman says FY25’s challenges are likely to persist.

The board approved the budget 5-0. County budgets must be submitted to the Iowa Department of Management no later than April 30.
