Carroll City Council Approves Second Reading For Golfview Subdivision Zoning Change

During its meeting Monday, the Carroll City Council approved the second reading for a zoning change on land at the Carroll Municipal Golf Course to prepare for a future housing development. According to City Manager Aaron Kooiker, city officials began the rezoning process at their April 22 meeting.

The first reading passed on a 4-2 vote, with Ward 2 Councilman Jason Atherton and At-Large Councilwoman JJ Schreck voting no. The rezoning, when approved, will change the area’s category from A-1, general agricultural, to R-3, low-density residential. The second reading passed on the same margin. As of now, the land is being split into nine lots for residential development. Kooiker says it is too early in the process for them to have a formal development agreement in place, but he anticipates more than nine homes will be built. 

Kooiker made that comment prior to Monday’s meeting during an interview with Carroll Broadcasting. There has been some pushback from members of the public and the Carroll Planning and Zoning Commission over the planned development due to the estimated $1.7 million price tag to bring water, sewer, and other infrastructure to the area. Kooiker has previously said the city is unlikely to proceed with development if that were to be the city’s share of the cost. Any future construction will depend on the council’s approval of a potential development agreement. The Carroll City Council is expected to approve the third and final reading and adopt the zoning change during its Tuesday, May 28 meeting.
