The Iowa Department of Transportation (DOT) proposes transforming Highway 4 through Jefferson from a four-lane down to a three-lane roadway. It is working to gather information to inform city residents of the suggested change. The City of Jefferson heard this initial proposal from the DOT towards the end of 2023, but the project is still in the preliminary phase. Scott Peterson, City Administrator for Jefferson, says there is one main reason behind this request.
From 2018-2023, a crash analysis reported 75 total crashes on Hwy 4, with 24 of those crashes being broadside, the front of one vehicle hitting the side of the other, followed by single vehicle and sideswipe accidents. Peterson says restriping the four-lane to a three-lane, with the center serving as a continuous left turn lane, would decrease the number of crashes by half. While still in the discussion phase, Peterson says the project will not take much for the DOT to accomplish.
The proposed three-lane road would stretch from U.S Highway 30 north of town to south of Greenwood Road throughout town. The transformation of the road could bring several benefits to the community. It could create opportunities for additional parking or bike lanes, improve walkability, regulate speeds, calm traffic, and provide easier access to homes, schools, and businesses. However, it’s important to note that concerns have been raised about the proposed change, particularly regarding its impact on safety. To address these concerns, city officials are planning to host informative sessions this fall, to allow for public input and to educate community members about the DOT’s decision. As this is a DOT project, it will be primarily funded by the DOT, with the city having little cost responsibility.
