Carroll city officials traveled to Des Moines today (Tuesday) seeking a “Thriving Community” designation from the Iowa Finance Authority (IFA) in an effort to secure additional state resources for housing. Carroll was selected as a finalist for the designation following the May 15 application deadline, and those finalists are making their pitches to state officials this week. Iowa Thriving Communities is a program that could lead to up to $13 million in federal tax credits and $1 million in state tax credits for selected communities and would serve as a significant advantage for Carroll as it recruits developers to address the community’s longstanding housing shortage. The chosen 2025 Iowa Thriving Communities are expected to be announced next week. Two local cities, Jefferson and Manning, earned the 2024 designation, which has led to increased interest from homebuilders looking to build in those communities. The Iowa Thriving Communities program is currently wrapping up its inaugural year.
