Carroll County Conference Board Selects Sarah Haberl To Serve As Assessor

The Carroll County Conference Board has announced the hire of Sarah Haberl to serve as the next Carroll County Assessor. Haberl, who has served as the county’s GIS Coordinator since 2020 and Planning & Zoning Commissioner since 2023, will take over the role of assessor effective Aug. 1. She is replacing Cindy Heuton, who will be retiring at the end of the week after serving as the Carroll County Assessor for the past 10 years. For now, Haberl will continue to act in a supervisory role for the county’s GIS and P&Z Department, but it is unclear if that arrangement is permitted long-term under the Iowa Code. The board of supervisors has indicated they would like to see Haberl continue her work in GIS and P&Z and have sought input from the Iowa State Association of Counties (ISAC) for clarification. The county may need to consider changes in those departments depending on ISAC’s recommendation. While the assessor may be based out of the courthouse, the assessor is hired by the Carroll County Conference Board, which consists of representatives from the county’s taxing entities.
