Final Infill Housing Applications, Golfview RFPs, And Merchants Park Renovation On Carroll City Council’s Agenda For Monday

The Carroll City Council convenes Monday for its next meeting, which includes nearly a dozen different items of business. The Aug. 12 meeting begins at 5:15 p.m. at Carroll City Hall. One of the council’s first actions will be to award the final two infill housing incentives. City Manager Aaron Kooiker says it is hard to quantify the program’s impact on new home construction, but he views it as a positive overall.

He adds it prevented new home construction from dropping below the norm during challenging economic times for builders. Much of Monday’s agenda focuses on procedural items, such as consulting services and materials testing for the central business district resurfacing project, the city’s next full-depth infrastructure project along 12th Street, which is slated for summer 2026 at an estimated cost of $4.5 million, and over a million dollars in roof replacements for city-owned buildings damaged by hail. Kooiker says the council will need to consider the first proposed change order for the $1.2 million Merchants Park renovation project that got underway shortly after state baseball wrapped up last month.

Removing the tower paint portion of the contract would save the city over $110,000. He adds that city officials will also review a small change order for the ongoing water distribution replacement project and a tax increment financing (TIF) certificate of completion for improvements to the Hoyt Mansion. Kooiker adds that the city is now ready to move forward with requests for proposals (RFP) from developers for the West Golfview Subdivision.

The last major item on Monday’s agenda is an update from Carroll Fire Chief Dan Hannasch on the ongoing renovation work at Fairview Village Apartments.

The council will also review bids for a new tanker for the Carroll Fire Department and an amendment to an existing contract with T-Mobile for equipment placement near the city’s water tower.
