Pleasant Ridge Traffic Restrictions Return To Carroll City Council’s Agenda For Monday

The Carroll City Council convenes Monday for their regularly scheduled bimonthly meeting. City officials will begin the proceedings at 5:15 p.m. at Carroll City Hall. They open with the introduction of a new librarian, Olga Haro, before approving the consent agenda, which includes bid opening reports for a new greens mower at the golf course and a Youth Sports Complex trail maintenance project. City Manager Aaron Kooiker says the council’s first major item of business will be a proposed amendment to city ordinance to limit truck traffic on Pleasant Ridge Road.

The proposed amendment’s language would prohibit most semi-tractor trailers and other large vehicles from using Pleasant Ridge Road as through traffic but it still permits delivery vehicles, school buses, and similar traffic. Kooiker says the council will then focus on advancing the city’s economic development work with Echo Group.

Echo plans to construct an approximately $4.5 million warehouse on the west side of U.S. Highway 71 near the intersection with 21st Street. Adding the parcel to the city’s Urban Renewal Plan will utilize tax increment financing (TIF) dollars to provide up to $250,000 in economic development grant payments to Echo Group to install additional public infrastructure at the site. Kooiker says staff has several reports for the council, beginning with the teardown of the shelter house in Northwest Park, which was damaged by fire earlier this summer. He says the council will also review several applications from the city’s downtown grant program.

Downtown façade grant applicants include the Buckle, Brothers on Main, Renew Covenant Church/Family Resource Center/ Carroll Area Childcare Center and Preschool, Relic Sports LLC, Promesing Image Salon & Spa, and 521 N. Main St. Fusion Dance is seeking a $100,000 match to leverage an additional $100,000 from the state through the IEDA Catalyst Grant for work at the former JCPenney building. Again, the meeting on Monday, Aug. 26, begins at 5:15 p.m. at Carroll City Hall. It is open to the public and will be live-streamed via the city’s YouTube channel.
