The Carroll County Board of Supervisors may consider adopting significant changes to their budget preparation procedures when they begin readying the Fiscal Year (FY) 2026 budget. Board Chair Stephanie Hausman and District 1 Supervisor Scott Johnson attended the Iowa State Association of Counties (ISAC) conference in Des Moines last week. Hausman says a decent amount of time focused on how supervisors can be more efficient with forecasting the county’s revenues and expenditures.

Hausman stresses that she is only a single voice on the board, but she believes the supervisors should seriously consider rethinking how they prepare the county’s budget each year, especially after the implementation of a new state law that caps municipal government growth from year to year. Hausman says that starts with bringing more of the budgeting process into the public eye.

Hausman also supports disbanding the Carroll County Compensation Board, which consists of representatives appointed by the county’s elected officials to recommend pay increases to the supervisors.

The topic did not appear on the board’s agenda for today (Monday), so the supervisors did not take formal action on Hausman’s suggestions. However, these ideas will likely appear on the board’s agenda near the end of the year when preparations for the FY26 budget begin in earnest.
