The Carroll City Council has a short agenda for its upcoming meeting on Monday. The council convenes at 5:15 p.m. on Sept. 9 at Carroll City Hall. City Manager Aaron Kooiker says the first section of the meeting lays the groundwork for internal reimbursements to fund the $2 million central business district resurfacing project.
Kooiker notes that this debt issuance will not affect the city’s debt service levy, as the project is funded primarily through tax increment finance (TIF) collections. The council will also continue with the ongoing economic development work with Echo Group to construct an approximately $4 million warehouse on U.S. Highway 71 in northwest Carroll.
The council previously showed support for this agreement with Echo Group and will likely approve the second reading and waive the required third reading to move the project along. Kooiker says construction at Merchants Park for the improvements and renovations is progressing well, and the council has a potential cost-saving change order to consider.
If approved, the change order is expected to save $3,088, bringing the current contract total to $1,304,712. Other items on Monday’s agenda include an agreement with Des Moines-based nonprofit, Can Play, to provide more to provide additional recreation opportunities for children with special needs and a closed session under Iowa Code 21.5(1)(c) to discuss a settlement agreement for pending litigation against the city. Approval of said agreement is on the agenda when the council returns to open session.
