The Iowa Public Information Board (IPIB) has found a complaint filed against Carroll City Manager Aaron Kooiker that claims he violated Iowa’s open meeting laws lacked standing and will be dismissed. The complainant alleged Kooiker improperly submitted a letter of support for workforce housing tax credits being applied for by MW Capital Group 2, the latest owners of the Fairview Village apartments. Kooiker suggested in his letter that the city was working to provide a 10-year, 100-percent tax abatement on improvements completed at the complex. The complainant argued the letter was submitted without council approval. In the IPIB’s ruling, they wrote that Kooiker was within his authority as city manager to pen such a letter, as any financial commitments would have depended on the city council’s formal approval. The board found no violations and dismissed the complaint, noting no legal requirements were breached in this case. The board will consider final approval of this order at its Thursday, Sept. 19 meeting.
