The Carroll City Council will meet briefly on Monday evening in a closed session to discuss the city’s potential purchase or sale of real estate. City officials convene at 5:15 p.m. on Sept. 30 at Carroll City Hall. The closed session is being held per Iowa Code 21.5(1)(j), “To discuss the purchase or sale of particular real estate only where premature disclosure could be reasonably expected to increase the price the governmental body would have to pay for that property or reduce the price the governmental body would receive for that property.” The closed session is tied to the Golfview subdivision, which had the council split 3-3 for every vote during the Sept. 23 meeting. Proponents of the development say Golfview is a stepping stone for further housing to the west of the Carroll Municipal Golf Course. Detractors worry the development is an over-commitment by the city if the farmland is too expensive or not available for purchase. Following Monday’s closed session, city officials are expected to share details from a memorandum of understanding they’ve secured with the property owner.
