IRFA Supports Proposed Bill To Make Nationwide E15 Available Year-Round

The Iowa Renewable Fuels Association (IRFA) is hopeful for biofuel industry expansions following the introduction of the Nationwide Consumer and Fuel Retailer Choice Act in the U.S. House of Representatives. The bill, co-sponsored by Rep. Mariannette Miller-Meeks (R-Iowa), aims to allow year-round sales of E15 fuel nationwide. This follows the Biden Administration’s approval for E15 in eight Midwest states, set to take effect in 2025. IRFA Executive Director Monte Shaw praised the bill, noting that consumers deserve access to E15. He says, “While the Biden Administration granted Iowa Governor Kim Reynolds’ request for year-round E15 to take effect in 2025 in eight Midwest states, consumers deserve a year-round nationwide affordable option at the pump. We can use Iowa and these other seven Midwest states as a stepping stone to achieve nationwide E15, especially as consumers continue to demand a fuel that is the cleaner-burning, cost-effective option. It would also be a key demand driver for ethanol at a time when corn prices are generally below the cost of production for our farmers.” The legislation proposes amendments to the existing Clean Air Act. It would modify regulations regarding ethanol fuel waivers, specifically related to Reid Vapor Pressure (RVP) limits, which affect fuel volatility during summer months. The bill increases ethanol content limits from 10 percent to 15 percent. It also introduces provisions for small refineries to reclaim credits for compliance years 2016 through 2018, allowing unused or retired credits to be reapplied for future use.
