Carroll City Council Hosts Work Session Monday With IEDA On Downtown Improvement Plans

The Carroll City Council has scheduled a special work session for Monday afternoon as officials work to implement recommendations from the 2023 Iowa Economic Development Authority (IEDA) downtown assessment. City Manager Aaron Kooiker says council members, department heads, and Carroll Chamber of Commerce staff will meet at 3:30 p.m. at the Chamber Depot conference room.

In April, the council appropriated $65,000 to pursue a marketing contract for the city and improve downtown services, branding, and wayfinding. Kooiker says they will work to advance those efforts on Monday.

Kooiker says they’ve already made great strides in the downtown district with the city’s grant programs.

City officials indicated at the Oct. 14 meeting that they may also discuss the 28E zoning agreement between the city and county on Monday evening, but Kooiker says that conversation has been delayed for now.

The supervisors are proposing that the county withdraws from the longstanding 28E agreement that cedes zoning control in the two miles surrounding Carroll to the city council in response to requests from residents in the impacted area. The supervisors have also indicated they are open to reducing the area from two miles to one and implementing a joint appeals board.
