The Carroll City Council unanimously affirmed a vicious dog designation following an appeal hearing during last night’s (Monday) meeting. According to Carroll Police Chief Brad Burke, the dog in question is a German shepherd owned by Pedro Perez-Heredia that he designated as a vicious animal following two separate biting incidences. The first attack occurred on Sept. 8 in Rolling Hills Park. The responding officer told city officials two Carroll residents were walking their two dogs near the park when the Perez-Heredia canine approached and became aggressive, biting one of the dogs in the hindquarters and tail. The second bite happened on Oct. 20, also in Rolling Hills Park, north of the tennis courts. Authorities say a man was unloading his bicycle from a vehicle when the Perez-Heredia dog left the adjacent property and bit the rider in the buttocks. Officials note neither bite resulted in serious injuries. Perez-Heredia did not dispute that the attacks occurred while testifying during the hearing. Carroll City Code is clear in its definition of a vicious animal, “Any animal which has attacked a human being or domestic animal one or more times, without provocation while at large, or any animal with a history to cause injury or to otherwise endanger the safety of human beings or domestic animals while at large.” Based on that description, the council unanimously affirmed Burke’s vicious animal designation. Perez-Heredia must remove the dog from city limits within three days of formal order notification.
