The Carroll City Council convenes Monday for what is likely to be their second-to-last regularly scheduled meeting of 2024. The meeting begins at 5:15 p.m. on Nov. 25 at Carroll City Hall. City officials will start with a Fiscal Year (FY) 2026 funding request from the Animal Rescue of Carroll to support the center, followed by approval of the consent agenda. This includes a reauthorization resolution for the $203,000 Community Attraction and Tourism (CAT) grant awarded to the city for improvements at Merchants Park. City Manager Aaron Kooiker says nothing in the project is changing; they are correcting a minor omission from the application process.

The council hosted its first FY26 planning session on Wednesday, and Kooiker says City Finance Director Laura Schaefer will outline the budget schedule for the next several months. The council is also hosting a public hearing on the plans, specifications, form of contract, and estimated cost for the approximately $3.63 million improvements at the Carroll Wastewater Treatment Plant.

Other capital maintenance projects are on Monday’s agenda, including nearly $700,000 in roof replacements on city-owned properties damaged by hail.

Additionally, there is a $10,835 change order for work on the Carroll Municipal Golf Course Booster Pump Station construction. The adjustment is necessary because helical piles must be set more than three times deeper than initially believed. Other items on Monday’s agenda include a scheduled police vehicle purchase, a permanent easement for sanitary sewer and water main extensions on Highway 71, and policy updates for license plate cameras found in the Carroll Police Department’s patrol vehicles.
