According to Carroll County District Court records, a Manning man was taken into custody on criminal mischief charges for allegedly shooting out the rear window of a truck on U.S. Highway 30 in Carroll. A Carroll Police Department affidavit says 18-year-old Devin Patrick Snyder was arrested early Friday morning following an investigation into a Jan. 9 incident. Authorities responded to a call for service at the Carroll Police Department at approximately 11:03 p.m. Thursday evening to take a report on a damaged vehicle. The vehicle’s owner and witnesses told law enforcement Snyder had been brandishing a pellet gun in the Carroll Walmart parking lot and provided a license plate number matching Snyder’s car. After the group left the parking lot, Snyder allegedly followed in his own car and shot out the rear window near the intersection with N. Crawford Street. Officers located Snyder near the Houlihan Access on 200th Street, and authorities say he admitted to shooting out the window, claiming it was in retaliation for prior harassment from the victim’s group. Snyder was booked into the Carroll County jail and later released on his own recognizance
