The Carroll City Council responded during last night’s (Monday) meeting to comments from the Carroll County Board of Supervisors over negotiations on the future of the zoning agreements in the county. At Monday’s supervisor meeting, the board acknowledged receipt of a recommendation from the Carroll County Planning and Zoning Commission to do away with both of the existing 28E agreements, including the City of Carroll and the City of Glidden. Two supervisors expressed frustrations over how negotiations with the Carroll City Council stalled. City Manager Aaron Kooiker believes that perception resulted from a lack of communication.
Ward 2 Councilman Jason Atherton says the county misrepresented how the negotiations played out.
Ward 1 Councilman Tom Bordenaro echoed the sentiment.
Supervisors Mike Andersen and Stephanie Hausman were the county’s negotiation representatives, but they were absent from Monday morning’s meeting. Board Chair Scott Johnson attended Monday’s council meeting and clarified to city officials that the county is yet to make a final decision on the agreements.
The options presented to the Carroll County Planning and Zoning Commission at last Wednesday’s meeting were to keep the two-mile zone with the county retaining final say on disputes, a one-mile limit with the county again retaining final say, or to dissolve the 28E agreement, defaulting to the quarter-mile limit designated by city code. The commission voted to recommend the dissolution of the existing agreements. The supervisors are expected to vote on the issue at next week’s meeting on Monday, Feb. 3.
