The Carroll County Board of Supervisors voted unanimously this (Monday) morning to rescind agreements with the City of Carroll and the City of Glidden pertaining to zoning, permitting, and inspections in the two-mile area surrounding the communities. The agreement with Carroll, in its current form, has been in place since 2008, while the City of Glidden agreement dates to 1993. The longstanding partnerships came under scrutiny nearly two years ago when residents in Carroll’s two-mile area expressed concerns about the city’s control of areas beyond the city limits. Before Monday’s vote, Carroll Mayor Jerry Fleshner urged the supervisors to continue negotiations rather than dissolve the agreements.
Collin Wernimont, a Carroll County resident whose plans to build an ag fabrication business in the two-mile zone initially drew attention to the 28E agreements, argued for the dissolution before the supervisors’ vote.
Another two-mile resident, Gary Geister, cited questions about the legality of the existing agreement.
District 3 Supervisor Gene Meiners says it is time for the city and county to move on from this issue.
District 2 Supervisor Mike Andersen says the county has spent more than enough time dealing with this.
District 4 Supervisor Stephanie Hausman says public support for an end to the agreement is overwhelming.
The resolution to dissolve the 28E agreement with the City of Carroll was approved on a 5-0 vote, with applause from the nearly full supervisors’ meeting room. A separate resolution to end the agreement with the City of Glidden also passed unanimously. Video from Monday morning’s meeting is included below.
