A Carroll woman has entered a plea agreement with prosecutors and was sentenced to probation after eluding law enforcement and damaging the patrol vehicle. According to Carroll County District Court records, 18-year-old Kylie Jo Felix attempted to outrun the Carroll Police Department in November 2024. After the pursuit, Felix refused to comply with field sobriety testing but supplied a preliminary breath test (PBT), which showed a blood alcohol content of 0.15, nearly twice the legal limit. Felix also caused an estimated $1,500 damage to a patrol vehicle while being taken into custody by cracking the front windshield and denting the hood. Felix has pleaded guilty to eluding, 25 miles per hour over the limit, a class D felony, and operating under the influence, first offense, a serious misdemeanor. A charge of second-degree criminal mischief has been dismissed. A prison sentence of just over five years has been suspended, and four years of formal probation will be imposed. Felix has also been ordered to complete a substance abuse evaluation as a condition for her suspended sentence.
