The Carroll City Council will consider renewing its downtown grant program and infill housing incentive programs, among other topics, at Monday’s meeting. City officials convene at 5:15 p.m. at Carroll City Hall and open with the introduction of a new Carroll Public Library employee, Andy Heckroth, and a proclamation acknowledging Problem Gambling Awareness Month. City Manager Aaron Kooiker says the council will then accept a Fiscal Year (FY) 2024 audit report from Feldman & Company CPAs, P.C.
Kooiker says the council will also need to begin adjusting its ordinances for the Planning and Zoning Commission and Board of Adjustment following the end of the 28E agreement with the county.
He adds that the council will likely waive the required third reading after approving the second reading to finalize the process quickly. Finance Director Laura Schaefer then presented a pre-levy resolution to help the city prepare for planned FY26 projects.
Combined, those projects are expected to cost the city $9.465 million, with the Northwest Water Pressure Zone making up the bulk of that cost at $4 million. The final open discussion items pertain to economic development as the council considers renewing the infill housing incentive.
The proposal is to continue with $20,000 incentives using Local Option Sales Tax (LOST) funds. The council will consider a similar proposal for the downtown façade grant program.
Each grant could provide up to $20,000 to approved applicants. The council will close Monday’s meeting with a closed session under Iowa Code 21.5(1)(j), “To discuss the purchase or sale of particular real estate only where premature disclosure could be reasonably expected to increase the price the governmental body would have to pay for that property or reduce the price the governmental body would receive for that property.” Again, the Monday, Feb. 24, Carroll City Council meeting begins at 5:15 p.m. at Carroll City Hall.
