Public Hearing For Proposed Property Tax Rate, Renewal Of Annual Contracts And More During Two Meetings Scheduled For CCSD Board Of Education On Thursday

The Carroll Community School District (CCSD) Board of Education meets on Thursday with two separate meetings. The first meeting starts at 6:30 p.m. at Adams Elementary, with only one item on the agenda: the public hearing for the proposed property tax notice for fiscal year (FY) 2026. The proposed tax rate is a slight increase from the current tax levy to $9.97599 per $1,000 of assessed taxable valuation. During the public hearing, the board will be able to hear comments from community members but will not be able to respond. The next meeting will begin following the closing of the public hearing, with the administrative and personnel report review. CCSD Superintendent Dr. Casey Berlau says the board will then review seven monetary and item donations to various programs throughout the district.

The board will then review and renew annual agreements for FFA leases, student teaching agreements, AEA purchasing agreements for food service, the Iowa Local Government Risk Pool program, and a memorandum of understanding with the Retired and Senior Volunteer Program (RSVP). Action items on the agenda include an agreement with the Carroll Education Association (CEA) regarding salary negotiations, bids for the roof project, auditorium lighting, and curriculum purchases. Berlau says the board will discuss amending the 2024-25 school calendar to push back the last day of school.

The board will also consider approving the 28E agreement with the City of Carroll for a School Resource Officer for the next school year. Berlau says this is the first time the district has had an opportunity like this and is excited to work with the City of Carroll to provide additional resources for students in the district.

The meeting will end with budget reports, including setting the public hearing before finalizing the FY26 budget. The CCSD Board of Education meeting is open to the public, and individuals are encouraged to attend. The public hearing will start at 6:30 p.m. at Adams Elementary.
