CCSD Board Of Education Discusses Proposed Property Tax Levy At Thursday’s Meeting

The Carroll Community School District (CCSD) Board of Education held the public hearing regarding the increase to the property tax levy for fiscal year (FY) 2026. The proposed FY26 property tax levy is $9.97599 per $1,000 of taxable valuation. This rate is approximately a 13-cent increase from the current $9.84135. No comments were received in person by the public, however, Board Member Duane Horsley said he had some questions regarding the percentage increase.

Director of Business Affairs Nicole McCarville says the publication that the legislation is requiring to be published is deceiving, that that the 15 percent increase is not to the levy rate.

With current year taxes, a house that has an assessed value of $100,000 will pay $456 in taxes annually. McCarville says the FY26 is for $110,000 assessed valuation which would be $520, and that is where the 14.04 percent increase comes in.

The percent increase from current FY25 tax levy rate is a 1.34 percent increase, which is “due to an increase in the budget guarantee dollars as a result of projected SSA of two percent and an increase in dropout prevention funding, both in the general fund, which is slightly offset by a decrease in dollars levied in the management fund.”
