FY26 Budget Public Hearing, Rec Center Fee Adjustments, And School Resource Officer Approval On Carroll City Council’s Agenda For Monday

The Carroll City Council has a full agenda for their meeting on Monday, including proposed Carroll Recreation Center fee adjustments, the final public hearing for the Fiscal Year (FY) 2026 budget, and approval of a school resource officer (SRO) for the Carroll Community School District (CCSD).  The council convenes for the April 14 meeting at 5:15 p.m. at Carroll City Hall. They open with the introduction of a new city building official, Chris Flattery, an Arbor Day proclamation, and a routine consent agenda. City Manager Aaron Kooiker says officials will consider amending the city’s ordinance concerning membership rates at the Rec.

Parks and Recreation Chad Tiemeyer is proposing the city make 24-hour access to the facility available for all members and remove fees for fitness classes. On average, annual membership fees would increase by around 12 percent for Carroll residents and about 16 percent for non-residents. Kooiker says the council will also host the public hearing on the FY26 budget later in the meeting.

Following the hearing, the council will consider a resolution adopting the FY26 budget, which is the final approval step before submitting it to the Iowa Department of Management. In March, the Carroll Community School District (CCSD) Board of Education approved a plan to add dedicated SROs beginning in the fall semester. Kooiker says the city council will need to approve the staffing adjustments on Monday for that proposal to proceed.

Under the proposed agreement, the department would add one officer to its roster, and their pay would be split 70-30 between the school and the city. Monday’s agenda is a full one, as the council will also consider the city’s FY26 health insurance renewals, down-payment assistance programs for low-income residents through the Iowa Finance Authority (IFA), and a four-year lease agreement with the Iowa High School Athletic Association (IHSAA) to continue you hosting the boys state baseball tournament at Merchant’s Park.
