Two separate reports to the Jefferson Police Department led to the arrest of one man, 40-year-old Joe Edward Blackman of Jefferson. At approximately 2:39 a.m. on Monday, March 28, the department was advised of an intoxicated male knocking on the door at 103 West Monroe Street. As officers arrived, the male subject, Blackman, ran to the north. He was located in the 100 block of East Harrison Street and officers made contact near the Jefferson Telecom Office. Blackman was arrested and charged with Public Intoxication, third or subsequent offense, an aggravated misdemeanor. Later in the morning, at approximately 6:20 a.m. an officer was requested at the Kum & Go on North Elm Street to review video footage of a shoplifting theft that occurred at approximately 2:10 a.m. The officer recognized the male subject in the video to be Blackman. The officer then applied for an arrest warrant for Theft in the fifth-degree, a simple misdemeanor.
