Carroll Chief of Police, Brad Burke, says the Fairview Village Apartments have a history of being a high-density area for law enforcement calls. He says since he came to the department in 2006, incidents have generally involved drugs and alcohol and domestic abuse. What has happened recently is something new for everyone.
Burke says one response to the altercation involving guns on Oct. 5 and the shooting on Oct. 13 is to post an officer at that site 24/7.
A zero-tolerance policy has been enacted that includes policing of all infractions. Burke adds once the 24-hour coverage ends, they will increase patrols in that area. Carroll Mayor, Dr. Eric Jensen, says they have received numerous complaints routinely about that property as far back as he can remember.
Jensen says the city is ready to do what they need to do from a legal perspective, but their hands are tied in many ways. Immediately following the shooting incident, City Manager, Mike Pogge-Weaver, says city staff members and Chief Burke met with administrators and board members from the Carroll Community School District. Additional conversations have taken place since then.
Many of the Fairview residents are concerned with the stigma of living there and the long-term residents are wanting to stay, but want to be assured it will be a safe place for them and their family. The property owners, Northwest CPH, LLP, and property managers, Carlson Properties, were also present at that Tuesday meeting. Preventative measures that could be implemented were discussed.
Pogge-Weaver says they expect a lot more to come from those conversations. However, simply taking over the property is not a viable option for the city.
Pogge-Weaver says before the current property owner, there were 502 police calls to Fairview, compared to 282 in 2019. He says that is still an unacceptable amount, but shows the property owner is trying to make changes. Jensen adds that Burke and his officers need to be commended as well for community outreach efforts at Fairview in their attempts to engage with residents and do their part to create a safe environment. Burke also reports that two of the four people arrested for the shooting near midnight on Oct. 13 that injured an Ames man are still in custody. Thirty-one-year-old Cliff Derek Urban of Hammond, Ind. is being extradited on an ATF warrant back to Indiana. Two women charged with assault are out of jail, 27-year-old Glennisha Janancy Myers and 31-year-old Triesha Monique Jones. Thirty-year-old Kamille Elise Garnett remains in the Carroll County jail.
