The Carroll Police Department and Carroll County Emergency Medical Services were called to a reported assault at approximately 5:54 a.m. Wednesday morning in the 1000 block of Simon Street. The initial investigation revealed 29-year-old Phillip Kenneth Alley of Carroll was arrested and charged with assault after allegedly striking another subject with a metal bat. Only minor injuries were reported.
