A Carroll man was arrested early this (Friday) morning for public intoxication with a blood alcohol content (BAC) of more than four times the legal limit. At approximately 1 a.m., officers with the Carroll Police Department were dispatched to the 500 block of N. East Street on a report of an unresponsive male in the right of way. Upon arrival, authorities identified the individual as 43-year-old Jesse William Spindler and noticed a heavy odor of alcohol on his person. Spindler displayed other signs of intoxication, including slurred speech and dilated, bloodshot and watery eyes. He consented to a preliminary breath test, which returned a BAC of 0.367. He was booked into the Carroll County jail on the simple misdemeanor charge and remained in custody as of Friday afternoon.
