The Carroll County Auditor’s Office has released the results of the annual audit report for the year ending June 30. In total, the county collected more than $35.8 million in local tax revenues, which included close to $2.9 million in tax credits from the state. Of this money, more than $27 million was distributed to townships, school districts, cities and other taxing authorities in Carroll County. Just over $8.78 million was retained for county operations and this represents a more than 22 percent increase over the past year. Total expenditures were up 24.4 percent at over $21.57 million, which included almost $7 million for roads and transportation, almost $1 million for physical health and social services, more than $650,000 for mental health, $1.3 million for county environment and education, $4.2 million for public safety and legal services and more than $2.2 million for administrative services. As in year’s past, several of the audit findings necessitating a response from county departments regarded internal controls. Since many of the offices have a limited number of employees, it is difficult to segregate duties and have several parties perform different functions of transactions. Departments will continue to monitor these activities to comply as completely as is possible. There were two other recommendations of note made. One that the County Attorney’s Office develop procedures for time sheet submittal and the other that budget amendments for certain departments need to be done in a timely fashion.
