The Carroll Police Department reports two local retailers have failed compliance tests for underage tobacco sales for the second time. According to law enforcement, checks were conducted Thursday as a follow-up to businesses that did not pass ones completed last fall. Employees from Sparky’s One stop in the 1500 block of Plaza Drive and the Carroll Walmart were cited for providing tobacco to underage persons. Law enforcement agencies throughout the state conduct routine checks at businesses that sell age-restricted products.
