Carroll County Supervisors Adopt 2024 Comprehensive Plan

The Carroll County Board of Supervisors voted unanimously Monday to approve the revised 2024 Carroll County Comprehensive Plan. Comprehensive plans serve as a general “roadmap” for counties on everything from planning and zoning and infrastructure to housing and economic development, and Carroll County’s was last updated in 2009. The 100-page new edition’s approval was tabled at last week’s meeting after interim District 5 Supervisor Mark Beardmore requested additional time to review it. He says the document is solid overall, but he still has issues with a few sections, most notably the portion concerning zoning limits surrounding municipalities.

County officials are working with staff from Carroll to develop a solution that addresses residents’ concerns over the city’s control of land outside of city limits and is conducive to Carroll’s future growth. The two-mile limit remains in the comprehensive plan for now, as those regulations are still in effect at the time the plan was adopted, but Board Chair Stephanie Hausman notes those conversations are ongoing.

Beardmore notes that any proposed spending or programs in the comprehensive plan require approval from the board of supervisors before implementation. Hausman thanks the many people who assisted in drafting the document, including the Carroll County Planning and Zoning Board, Region XII Council of Governments, County Zoning Administrator Sarah Haberl, and many others.
